Smaller sizes may require less fabric. This pattern is somewhat wasteful of fabric, and it may be possible to fit a bodice pattern into this yardage.

Very easy pattern to follow. I needed to modify this a bit for the stage by adding a different fabric on the front middle in order to give the illusion of an underskirt. The skirt was absolutely a hit!
